De CO₂-uitstoot van de industrie moet tegen 2040 met 90 procent dalen, een enorme inspanning. Vlaanderen heeft een sterke basisindustrie met hoge CO₂-emissies: staal, chemie en olieraffinage. Om die ‘oude’ industrie het koolstofneutrale tijdperk binnen te loodsen zijn nieuwe productieprocessen nodig. De Vlaamse regering maakt daar plannen voor, maar op het terrein wil dat voorlopig niet lukken.

Er worden weliswaar steeds meer middelen ingezet voor de klimaattransitie van de industrie, maar het niet duidelijk of die middelen wel doeltreffend gaan aangewend worden. De industrielobby wil de kosten voor de uitstap uit de koolstofindustrie afwimpelen over de overheid, op de belastingbetaler.
